I bought the 0-3M size for my baby daughter at 1M. They were fairly big then and are now a perfect fit at 3M (she's in the 50th percentile for a girl's weight). The elastic looked a bit tight in the picture but actually this is the best thing about them: they don't slip like her other trousers and she's doesn't find them too tight.
