Measuring at home:
Baby shoes 12-18 months - insole length 125mm
Stand your baby bearfoot on a piece of paper, or measure when sleeping.
Mark the tip of the big toe and the edge of the heel of both feet.
Measure the distance between the marks in mm. 
Add onto the biggest foot a minimum 5mm and maximum 10mm for wriggle room and slightly more if wearing socks.
